States
have one representative in the House of Representatives for each congressional
district. Congressional redistricting is the re-creation of the congressional
district boundary lines. Redistricting
is done every ten years, based on the results of the national census, by state
legislatures, and then can be modified by Congress. In 2011, Governor Martin
O’Malley proposed a redistricting plan that has not been very popular within
the state. Some citizens started a petition to have the plan put up for
referendum, and once they got enough signatures, the issue was added to the
ballot. Now, like in a true democracy, the people can make their voices heard
by voting for or against the governor’s redistricting plan.
